Specific motor disorder is a condition where there is delayed development of motor control. The picture is of a child who is clumsy, with poor coordination, but who is able to carry out all normal movements.
These children tend to be good at verbal IQ tests, but poor at performance. They are referred to a psychiatrist because of a secondary emotional disorder.
