This was introduced in 1992 and combines the benefits previously covered by the Attendance allowance and the Mobility allowance. It has two components:

  • care component - paid at level depending on the level of care required (whether the disabled person receives that care or not)
    • high level - constant attention/help required night and day
    • medium level - attention/help required either night OR day
    • low level - small amount of care required e.g. at the beginning of the day

  • mobility component - paid if disabled person has mobility difficulties (not restricted to persons with physical disablities). Payment is made at one of two levels.
