From 1st April 1993, the Social Services Departments of local authorities have the main responsibility in assessing, and meeting social care needs. In addition, the responsibility for funding places for people who cannot meet the cost of living in a private or voluntary residential or nursing home will transfer from the Department of Social Security to Social Services Departments.
